Why eorHQ Exists
A note from Anchal
I started reviewing EOR providers after being asked to hire in the UAE through an EOR model. On paper, the decision looked straightforward. In reality, it was not. There were dozens of regional and global providers making similar claims, but the details that actually mattered were buried: visa pathways, employer obligations, onboarding timelines, and the real total cost after local contributions.
Around the same time, I spoke with CFO contacts who were sourcing EOR partners in Australia to support MNC expansion. Their challenge was the same: too much marketing language, not enough operational clarity. That gap is why eorHQ exists. We publish practical reviews so finance and People teams can make high-stakes hiring decisions with less ambiguity.
Methodology
This ranking framework is built for buyers making a real provider decision, not for vendor promotion. We score each EOR on five factors that most often drive outcome quality and downstream risk in global hiring.
- Compliance strength: We evaluate entity model transparency (owned, partner, or mixed), legal accountability, and execution quality in high-friction jurisdictions. Providers score higher when responsibilities are explicit, risk ownership is clear, and local employment execution remains consistent during onboarding, payroll, and offboarding.
- Pricing transparency: We assess total-cost realism, not just list price, including add-ons, implementation fees, country surcharges, FX assumptions, and offboarding charges. We also score whether pricing remains predictable as teams scale from first hires to multi-country headcount, without recurring surprises after contract signature.
- Onboarding speed: We compare contract turnaround, payroll readiness, and time-to-first-payroll across representative markets. We prioritize reliability over best-case promises, so providers score higher when delivery timelines hold across regions and not only in their strongest countries.
- Support quality: We score responsiveness, escalation quality, and issue resolution for complex payroll or compliance cases across time zones. Providers perform better when they can resolve high-impact issues quickly with fewer handoffs and provide clear operational guidance to People, Finance, and Legal teams.
- Country coverage depth: We value execution quality in key hiring markets more than headline country-count claims. Coverage scores reflect how reliably providers operate in practical expansion corridors, and whether service quality remains stable as hiring expands into more complex jurisdictions.
